Agricultural Protection: Experience And Enlightenment Of The Countries Concerned

Agriculture's nature of strategy, weekness and base ,as well as the situation that China's agriculture is under negative protection, decide the urgency to build protective policy system that accords with WTO rules. After entering WTO, the market carries out the entrance tariffication and minimization, then the protective room of agricultural products market reduces; The domestic market supports to make policy purified and standardized, and prefers to reduce the policy room; On the side of international economy ,there exists the decrease and limitation of export subsidy, as well as the protective weekness of trade competition. When facing so many various kinds of situations, it is important to adjust domestic agriculture policy, and find out an effective and protective way without violating WTO rules. So as to promote progress of agriculture, protect the healthy, continued, and ordered development of our national economy, and even guarantee its safety.The article puts forward some corresponding plicies and suggestions, through analysing the agricultural protection sector of WTO agriculture agreement, drawing on the experience of protecting agriculture from some developed contries, such as America, Japan,and some European countries ,combing with the real situation of China's agriculture and its protection. The article includes four parts:Chapter One analyses the policy room of agricultural protection after entering WTO, by introducing WTO agricultue agreement on rules of agricultural protection and the promission we made to WTO about it.Chapter Two interprets the current situation of China's agriculture , the necessity of protecting it and its situation before entering WTO.Chapter Three draws some experience and enlightments by introducing the method dealing with agricultural protection taken by America, Japan, and some European countries.Chapter Four puts forward, the policy choice of agriculture protection, through consulting with the agriculture protective method of the above-mentioned contries, drawing lessons from their exprience, and combing with our ecomomic situation .especially the situtaion of agricultural development and the reality of our country's entrance into WTO.
