| Although many new national security conceptions, such as economic security, cultural security, emerged at academic circles, I think the traditional national security; military security, is the most important for sovereignty.The article including three parts:The first part: the present situation and characteristics of Chinese national security environment in the early ages of 21C.In the early ages of 21C, national security condition of China changed with the changing of global strategy of US. In order to realize it's global strategy, US surrounded China through combining Chinese surrounding countries. To surround China directly in military, US state troops at Korea, Japan, Philippines, Singapore and Afghanistan. This is the fundamental characteristic of Chinese national security environment in the early ages of 21C. Of course, not every country that takes part in the surrounding strategy regard China as it's enemy and regards US as friend without contradiction. It's the demand of temporary interest, but not the demand of long-term interests and the fundamental interest; these countries cooperated with US in surrounding China.The Iraq war changed the world political situation; after the war, some countries changed the bilateral relations with America, it would deteriorate the Chinese foreign environment and makes more difficult for China in new ages, and would effect the bilateral relations between China and surrounding countries.The second part: historical process, reason and influence of Chinese national security environment.Chinese national security environment in the early ages of 21C is product ofhistory and realistic international politics. At the ages of Cold war, in order to inhibit developing of socialism, US station troops in Japan and South Korea through sign common defense treaty. Post-cold war, America didn't withdraw troops from East Asia and Southeast Asia, on the contrary, US strengthen the military existence at East Asia and Southeast Asia. This is the result of cold war thinking. At the same time, contradiction of imbalance development in different areas and demand of internal economic development effect the internal stabilization, to transfer the internal contradiction and keep internal stabilization, America think it need enemy, and regard China as it's main enemy after cold war. On the other hand, the contradiction between China and surrounding countries provides chance for US to combine these countries to surround China. With the historical reason, boundary and territory dispute exist between China and surrounding countries. Comparative to the gross national power, these countries is weakness, in order to safeguard their national security, these countries signed kinds of treaties with America to surround China.The condition threatens the national security and effects the Chinese socialist modernization construction. The effect including the following four pans: It would influence the Chinese economic construction; it would influence the cooperation between China and surrounding countries; it would influence the Chinese internal affairs, specially the resolution of Taiwan issues; it would complicate the boundary and territory dispute between and surrounding countries.The third part: China's foreign choice in early ages of 21CThe Chinese government should take measures to safeguard national security.Firstly, we should chose correct foreign strategy; we should keep economic development as the central task and solve problems cropping up on our wayforward through development. And will, as always, pursue the independent foreign policy of peace. And continue to cement our friendly ties with our neighbors and persist in building a good-neighborly relationship and partnership with them.
