A Study On The Optimizing Model And Means Of Military Expenditure Construction

Under the economic term of merchandise, the optimizing distribution of military economic resources primarily consists in the reasonable allotment of military expenditure at every item and each military section. The military expenditure construction directly affects the troops combat effectiveness, therefore, the research about the allotment construction of military expenditure is a eternal topic in the fields of military public finance and military economics. Especially, under the background of high technique limited war, it is a widespread rule for every country to optimize military expenditure construction in order to improve the usage benefit of military expenditure. According to the conception, the study differentiates our military expenditure construction into two kinds: Military Expenditure Qualitative Structure and Military Expenditure Service Structure.On the foundation of abundantly positive data, the study analyzes the scale and structure of military expenditure in our country, lucubrates the developing trends of world military expenditure structure, dissects the actuality and existent problems of our military expenditure structure and gets the conclusion: our military expenditure structure lose the balance and restrict the scale benefit of our military7 expenditure and the optimal output of troops combat effectiveness. Therefore, it is a necessary choice for our country to improve combat effectiveness by the means of optimizing military expenditure.On the target of guarantying the optimal output of troops combat effectiveness, it is the core of the study that establish the optimizing model of our military expenditure by the means of quantitative analysis. Making use of the model, we can make the distribution of military economic resources realize the "Pareto Efficiency". Accordingly, the study establish the "Combat Effectiveness P-G" model according to the "Combat Effectiveness Creating" function. On the basis of this, the study establish two optimizing models: one is the Optimizing Model of Military Expenditure Qualitative Structure, with which we can fix a proper ratio between Maintainable Funds and Constructive Funds under the condition of a certain scale of military expenditure. The other is the Optimizing Model of Military Expenditure Service Structure, with which we can rationally distribute the military expenditure among the dominant services of our country in order to strength the lever of integrated combat effectiveness.For realizing the purpose of the optimizing distribution of military expenditure, the study puts forward five pieces of optimizing approaches: increasing military expenditure; decreasing army; adjusting military financial power; establishing and perfecting the system of military public finance; establishes the computer network information system of troops.
