The reform of the natural monopoly industry is not only the emphasis of the stated-owned enterprises reform, but also the difficult point. Because it has to solve the problem that is integrate the economies of scale with competitive vitality efficiently. However, the theories about the reform of natural monopoly industry are not mature, and it isn't easy to find a model that is suitable to our country's situations. Due to it, the author writes this article, trying to use relevant theories, draw lessons from other countries and link our country's concrete conditions, then puts forward some suggestions about the reform of natural monopoly industry in China.This article is composed of five parts. Part one is the basis of the article, whose aim is put forward the theoretical basis for the reform of natural monopoly industry, expounds the characteristics and relevant theories about natural monopoly industry in general, and provides the basic clues for our country's reform; Part two and Part three pave the way for Part four. In this two parts, the author makes a thorough analysis to the backgrounds , the important measurements and the effects of the reform of natural monopoly industry overseas. Furthermore, the author outlines the conditions of the reform of natural monopoly industry in China; Part four is the core of this article. In this part, the author utilizes the basic theories of Part one, combines the experiences of the reform abroad and the practices of our country's of Part two and Part three, establishes the model of the reform of natural monopoly industry in China, then put forward developable price. Part five is the ending of this article in which the author advances mainly some suggestions about the reform of natural monopoly industry in China.
