The Study On Problems Of Farmland Conversion In The Rural-urban Areas

The rural-urban area is a kind of new-type transitional area derived on the basis of a rural-city region system. There are most many issues of land use and sharpest contradictions on the global range at present. The farmland conversion in the rural-urban is a kind of general social economic phenomenon in the rural urbanization and industrialized process. With the development of economy, the city expands, the number of part-time peasants increases, and the pressure of person to farmland slowing down, that has promoted the circulating of farmland. On one hand, farmland conversion to city make land value appreciation. On the other hand, it jeopardizes grain safety, public health, bio-diversity maintain because a large amount of high-quality farmland are reduced, then it cause irreversible economic question, social concem and ecological environment question. And inside farmland conversion make farmland centralized to farming experts; improve the efficiency of agricultural production. Seeing that externalities of farmland use in the rural-urban area, and risks of agricultural production, Countries all over the world use different policy tool and economic means control farmland conversion.Our country will enter fast urbanization and industrialized stage in this century, the workforce shifts to the non-agricultural industries in a large amount, the farmland will be transferred unavoidably. On the course of rural urbanization and industrialization of our country, many problems of farmland conversion appear: high- quality farmland loss, the environment worsens, the farmland is utilized extensively, inside farmland conversion is difficult, extant farmland productivity drops etc. For this reason, macro adjustments should be taken to control the farmland conversion of rural-urban area, so as to promote its rational, orderly circulating, realize land resource effective just to dispose farmland finally, the sustainable development of economy. So it is necessary to analyze theoretically the problems of farmland conversion in the rural-urban area so as to offer the theoretic basis for the adjustment and control of farmland conversion in the rural-urban, and ensure the assignment of farmland.This paper examines the farmland conversion problems of the Chinese urban-rural areas. At first this paper illustrates the background of farmland conversion problems in the rural-urban area, then quotes some examples of foreign farmland conversion control that our country could draw lessons from. Secondly theoretical research is carried on to the problems. Power mechanism and its micro economic base of farmland conversion is analyzed. Thirdly the dynamic characteristics of farmland conversion are set forth, and attention is paid to the negative externalities of farmland conversion and its solution is proposed. Then the orientation of farmland conversion in the rural-urban area is put forward. Finally, the preliminary policy recommendations are put forward on the basis of above-mentioned analysis.
