The state-owned capital running company (SCRC) generates when the state-owned capital management system develops to some degree. SCRC has its own finance characters and takes charge of the state-owned capital's increment. Strengthening financial control of SCRC contributes to protect the state-owned capital from being corroded. Furthermore, the state-owned enterprise will take part in international competition widely and deeply after China's joining in WTO and will undertake more and more pressures. Therefore, it is a very urgent problem to how to strengthen financial control of SCRC. According to the present situation of domestic and overseas, there are many documents on financial control of SCRC which uphold the stand of governance structure and operation technology on financial control.The paper begins with finance character of SCRC, then analyzes different financial control between SCRC and manager. The paper analyzes financial control of SCRC with principal-agent theory and financial theory on the contributor of capital. The paper applies the relative theory to problems which exist during financial control in SCRC with the method of the combination of theory and practice, and establishes an effect system of financial control. The paper analyzes different means of financial control by the method of comparation and puts forward to my own opinions on how to combine different means. Finally, the author makes Shenyang'SCRC as an example to utilize the opinions in practice. After the research, the paper builds an effect system of financial control which includes four parts: object control system, regulation control system, information control system and organization control system.
