There are three functions in the stock market: financing, supervising and liquidity. However, since its establishment, China's stockmarket has great defects. The most obvious one is that the equity ownership structure has been divided, and the state-owned stock can't circulate. Not only has it confined the fundamental demand of stock-holding system, but also has it curtailed efficient allocation. But how to solve the circulation of the stock? It has been becoming the most difficult point of the stock market. Internationally, the equity ownership structure in America and Japan is the representative in this area, and their successful operating experience can be used for reference. This article based on the content and came up with a practicable scenario ?to organize state-owned stock circulating market, which ensures the sufficient liquidity of the state-owned stock.
