We have achieved good social and legal results during the civil administrative procuratorial supervisory work for more than ten years, but the development is still slow due to the effects of different factors . I have made an investigation about the present situation of the civil administrative procuratorial supervisory work during the recent five years in Yongzhou City, but I have found that the similar situation also exists , that is, litigants agree on the civil administrative procuratorial supervisory work, but they place man-made obstacles before it because of lack of legal knowledge, they know little about civil administrative supervision of procuratorial organs, or they only consider their own interests with the motive of benefiting themselves. For procuratorial organs, because of lack of enough attention, propaganda, funds, relative working systems, basic working conditions can't be assured effectively to them. The court systems follow the old civil judicature model in sense and have different ideas about the civil administrative procuratorial supervisory development and they don't provide it with enough support and co-operation drawing support from lack of legislation. These situations have had serious effects on and limited the development of the civil administrative procuratorial supervisory work. I think that we must perfect legislation as soon as possible, set up and perfect the civil administrative supervisory system in order to make balanced development in the civil administrative supervisory work. Meanwhile, we should enlarge propaganda in the mass of litigants, improve the litigants' sense of defending their own rights and their legal quality; procuratorial organs should really change the ideas about emphasizing penalty and underestimating people, pay more attention to the civil administrative legal supervisory work, improve workingconditions, perfect relative work systems, and create a standard and orderly work mechanism ; the courts should change ideas, think in a different way, erect the correct civil administrative judicial ideas, and co-operate actively and support the development of the civil administrative procuratorial supervisory work.
