Study The Project Management And Modern Of The Investment Of China Agricultural Comprehensive Development At Nowdays

Nowadays agricultural comprehensive development is strategically measures to protect Agriculture which was supported by Chinese government. It is also an important guarantee method to develop the total rural areas into well-do communities. It is well know that good mechanism of investment and model of project management are both precondition and ensure methods to well do agricultural comprehensive development. This dissertation aimed at those problems, used multiple methods, such as compare inner country with abroad, typical examples and standardized analysis, quality and quantity analysis, to find the problems which existed in project investment and management of our country at nowadays. And also proposed new models for agricultural comprehensive development project investment and management, which in accord with the rules of WTO, and suitable to new era.Based on the analysis of more than 10 years practices of development of our country using the theory of agricultural comprehensive development, and compare of our country with US, European, and World Bank in financial politics to support agriculture and models of agricultural project management, this dissertation pointed that our country current financial agricultural supporting system has many problems in the investment, such as lower using efficiency of fund, unreasonable structure of investment, narrow scope of support, and disadvantage technique of management, and also proposed "three-in-one" model of aimed investment in agricultural comprehensive development, which in accordance with "Green box" politics, and 5 models of investment structure which in accordance with public financial system, as well as 5 models of operation which in accordance with the rule of market economy. This dissertation also pointed out that there are some of problems existed in the project management, such as unreasonable mechanism in assessment, low success efficiency of project, disservice of venture management, and un-sufficient operation of project marketable. And suggested that the venture management, marketable operation, and inspection and duty responsibility systems should be adopted in the project management, which formed the model of project management can in line with international level.The innovations of this dissertation are that, based on the analysis of our country situation and combination with foreign experiences, proposed the model of aimed investment in agricultural comprehensive development which in accordance with the politics of "Greenbox", and public financial system, as well as the rule of market economy. Especially on the project operation, designed a new model which involved the insurance company to take part in the agricultural investment. Through this way, we thought that using lower macro-regulation investment in agricultural comprehensive development can instruct and stimulate China agricultural insurance enterprise development. And also innovated proposed using dynamic inspection and venture running systems in the project management, which aimed to increase success efficiency of project.The study of this dissertation will give stronger instruction on the practices of the government improve both model and mechanism of investment in the agriculture, which will make the agricultural comprehensive development exerts greater contribution to develop the total rural areas into well-off communities. Furthermore, this study also has theoretical meanings when the China entered WTO, the government makes decisions to support and protect of agriculture within the frame of public financial system, and reform the current financial system to support agriculture development, all those will greatly increase our country's agricultural competition abilities in the international market.
