In the world today, knowledge is the source of science and technology, which has been the most important driving force of economic development, namely knowledge has been the most significant and even the decisive factor of economic development. And the attainment of scientific and technological development depends on the investment of human-power capital directly. Human-power capital, as the product of human-power capital investment, is gradually becoming the decisive factor of long-term economic growth in developed countries and playing a key role in the sustained economic growth in these countries as has been proved by a lot of facts.This dissertation study the impact of human-power capital on the departments at all levels of China's national economy from three levels by making input-output theory and methodology.(1)make a quantitative analysis of human-power capital at the angle of the relation between human-power capital and educational level, and furthermore the relationship between human-power capital and payment of labor;.(2) work out a table of human-power capital input-output partially close model, on the basis of the consideration of the direct and indirect influence caused by residents' income growth and consumption expansion,and make the definition and quantitative analysis of the new designation in the table.(3) Make a relatively comprehensive analysis and study of the relation betweenhuman-power capital and the departments at all levels of national economy, the forward and backward effect of human-power capital investment etc by applying the theory and method of input-output.
