The virtual organization is thought to be one of the main organization patterns of 21 centuries. As one kind of new organization operation pattern ,The virtual organization lays stress on the core capability development and utilization ,This kind of organization pattern would have powerful living capability in new circumstances and have the capability to race new challenge .This article think that different types of virtual organization have one essential characteristic. That is core capability development and application. Economics and management theory have been used to analyze the theory base of virtual organization in this dissertation .The paper also set forth the method and the process of constructing a virtual organization. And the main problem which in the process of constructing. Finally, The problems that have relation to virtual organization in our country have been analyzed and some suggestions have been proposed.
