Southern China hilly region is an important agricultural base and one of the regions in china which are most abundant in water and heat resources and most potential in agricultural and economic development. It feeds about 30% of the total population with less than 12% of the total plowland in China. As a result of long periods of unreasonable exploitation and utilization of resources, however, the entironment in the region is deteriorating increasingly and with more population, the contradiction between humans and land appears more acute than those in northern plains. Thus, in order to guarantee the benign cycle and sustainable development of the agricultural system, increase the valid agrarian areas and enhance the plowland yield and achieve the goal of so called "Dynamic Equilibrium of Total Arable Land", farmland consolidation is bound to be carried out in southern China hilly region. But there are two main problems in the research for farmland consolidation nowadays. Firstly, most theoretical researches and practical explorations deal with the farmland consolidation practices in northern plains and correspondingly farmland consolidation project planning and design in southern hilly region is less involved. Secondly, farmland consolidation, however, has just begun in China and it mainly aims to increase agrarian areas in a majority of regions, not yet to attain the sustainable utilization of land resources based on the project analyses. Behind the current "positive increase" in economic benefits, the truth is the "negative increase" in ecological, social and economic benefits in the long run. To resolve these problems and thus guarantee the benefits of farmland consolidation projects in southern hilly region, the theoretical researches on farmland consolidation project planning and design in southern hilly region should be put onto schedule.Therefore, the thesis cites Jiulishisanwan land consolidation project of Shizhu county in Chongqing City as an example and probes systematically into correlative theories and methods of farmland consolidation project planning and design in southern hilly region. For one thing, the theoretical frame research for farmland consolidation project planning and design is presented. Thatis, with the guidance of the theory of system, the theory of sustainable utility, the theory of coordination between humans and land, the theory of land economic supply, the theory of ecology and etc, the goals, principles, gists, characteristics, procedure and contents of farmland consolidation project planning and design are analyzed; then according to the characteristics of farmland in southern hilly region, the particularity of farmland consolidation project planning and design in this region is summarized, on the basis of which, the technic standards for farmland consolidation project planning and design in southern hilly region are discussed ulteriorly. For another, the demonstration research for farmland consolidation project planning and design is presented. That is, on the basis of project analysis, two farmland consolidation project planning and design schemes are worked out according to the natural and economic conditions and goals chosen in Jiulishisanwan project; afterwards, according to the characteristics of Jiulishisanwan and the engineering contents of farmland consolidation, the thesis exerts Delphi on the acception or rejection of the indexes chosen and then establishes the synthetic appraisal index system for farmland consolidation project planning and design; employs AHP to make sure index weights and finally establishes the synthetic appraisal model for farmland consolidation project planning and design scheme to help planners make decision, by means of which, the two schemes that has worked out are evaluated respectively.
