According the principle of "Paty-Kerak", the problem of transference of the surplus labor force has to be faced up in the course of modernization by most of developing countries because of this fact that the agriculture value is on a trend of declining in total value. With the deepening of modernization, information industry and building the well-off society with higher standard in an all-round way of our country at present, the issue of the transference of the surplus labor force becomes more important, especially for special conditions of our country and a series of constitution obstructions existing quite a few period. Therefore, the research about this issue has the significance of theory and reality to some degree in our country at present.This dissertation first discusses the condition about the surpluses labor force of agriculture at present from the investigation and statistics. The most important is that the method measuring the quantity of agriculture surpluses labor force is different from the tradition method which think that the number of agriculture surplus labor force is just the one from the direct agriculture surpluses labor force, called "direct surpluses". However, this article analyses . this issue not just from the simple point "direct surpluses" but from the synthesized analysis about "direct surplus" and "indirect surplus" of agriculture labor force. Moreover, the total quantity of surpluses labor force is calculated based on this analysis. The transference of agricultural surplus labor force which exists under the condition of "two-economy constitution", with the development of market institution and the slackness of out-dated constitution, has become the irresistible trend which is characterized by the random flowing and the flowingof crossing industry and region. Facing with these problems existing in the course of agricultural labor force transference and making use of theory fruit from the external and internal positively, author put forward a series of constructive suggestions as follows: Firstly, it is necessary for government to convert the functions from "administrative government" to "service government " which offer the help for the transference of agricultural surplus labor force, reducing the blindness in action in the course of transference. Secondly, the concern of enhancing the investment in human resources field and strengthening the technical ability training and professional training is the key to the successful transference of agricultural surplus labor force. Thirdly, the transference of agricultural surpluses labor force is a systematic project of society and it is a essential and strong constitution guarantee for government to reform and evolve previous constitutions to make agricultural labor force transference smooth.
