Grassland tourism has been paid close attention to by tourism runners and researchers widely.. Now, however, research in this field is few in theory, the practice is in the early part of development stage. So there are a lot of problems about grassland tourism development at present, such as high similarity between different scenic spot, bad management, obvious seasonal, insufficient cultural connotations, contradiction between eco-environment and tourism development, and so on. These problems should be urgently solved that how to further develop grassland tourism, to promote competitive ability of grassland tourism destinations, to achieve sustainable development.Through a great deal of material collection and personal investigation, Inner Mongolia Autonomous Region, as a important destination of grassland tourism, is selected as studying region. Based on a survey of grassland and discussion on further development's theory, it is suggested that further development of Inner Mongolia steppe tourism includes five parts: further development of resources, idea, tourism product, marketing and guaranteed system, through rediscovering of Inner Mongolia steppe tourism.There are eight parts in this paper.First part, grassland types and tourism condition of China and world are systematically introduced.Second part, author puts forward theory of product life cycle, resources-market-product analysis, regional development theory. At the same time, further development principals and frame are put forward.Third part, Inner Mongolia is selected as study area. Through rediscovering of Inner Mongolia steppe tourism, author systematically analyses inner and outer factors of further development of Inner Mongolia steppe tourism.Fourth part, further development of resources is pointed out, including widening view of tourism resources, unearthing features and connotations and regional cooperating.Fifth part, it is suggested that understanding and idea of grassland tourism should be renewed. We should set up "macro-tourism, macro-market, macro-industry" sense and pursuit high-quality tourism.Sixth part is the crucial part of the paper. It is further development of grassland tourism product that is emphasized. At first, author probes into promotion of product's quality. On the one hand, cultural values should be added; on the other hand, experience design is done to improve experience value. Secondly, quantity structure and type structure should be further developed. At last, developed models and tourism routes are designed.Seventh part, further development of marketing be raised, the content of which includes marketing idea, marketing method and reorientatation of target markets.Eighth part, some measures are suggested about eco-environmental construction and reform of management system in order to grantee above-mentioned further development.There are some new ideas in the paper: (1) Based on Inner Mongolia environment and culture, it is suggested that improvement of cultural intention of grassland tourism should stress ecological culture, horse culture, wine culture and sacrifice culture and should develop specific cultural tourism product, build cultural atmosphere. (2) Drawing lessons from theory of experience economy, author plans experience design of Inner Mongolia steppe tourism. (3) Three kinds of classification are put forward about Chinese grassland tourism destination. Moreover, early researcher's viewpoints are moved forward slightly on viewing Inner Mongolia resources, idea of marketing, product design.
