China has entered a new era in which a moderately prosperous society is to be constructed in a comprehensive scale, and the improvement of people's consumption quality has become the focus of economic and social development and the driving force of Chinese people's enterprising effort. Therefore, it is very necessary to intensify research in quality of consumption, to clarify people's understanding of the importance of improving consumption quality from a theoretical perspective, to create the evaluation standard of consumption quality in a society with overall moderate prosperity, and to accurately grasp the practical variables which restrict the quality of people's consumption in order to choose the reasonable approach for consistently improving people's consumption quality in the process to overall moderate prosperity.Using the methods of literature review, investigation, dialectic analysis, comparing analysis, and statistic analysis, I separated consumption quality from life quality in earlier researches, and explored above mentioned problems progressively. The article is divided into four parts.In the first part I concisely analyzed the theoretical basis for paying attention to improving people's consumption quality in the process of fully constructing a moderately prosperous society, and proposed that continuously improving the quality of people's consumption and promoting comprehensive human development meet with the requirement of human centered social development idea, and is the necessary part in the laws of increasing consumption demand, and an unavoidable choice for achieving sustainable consumption.In the second part I intensively studied the problem of measuring consumption quality in a society with overall moderate prosperity, and tentatively created a evaluation index system for measuring consumptionquality in such a society, according to scientific principles based on the comprehension and evaluation of related index systems both within China and abroad.In the third part I mainly reviewed those major factors currently restricting people's consumption quality in China, including issues such as low income level and slow income increase of rural residents, part of urban residents, and residents in middle and west China, and the expanding income gap; the quality and structure problem of product and service consumption; unfavorable consumption environment; and problems in some consumers, etc.In the fourth part I made a comprehensive reflection on approaches for continuously improving people's consumption quality in the process to overall moderate prosperity, and made the following proposition: to integrate the development of both urban and rural areas, to keep consistent economic growth, and to continuously increase people's income; to accelerate the reform in income transfer, to create and improve social security system, and to gradually reduce income difference; to rigorously implement related laws, regulations and standards in order to insure the quality of products and services; to optimize the structure of industries and products, to emphasize the more important service consumption, and to widen the domain of life consumption; to improve the environment and basic infrastructure, to reform consumption policy, normalize market order, and to nurture an elegant and harmonious consumption environment; intensify consumer education and fully utilize the instructive function of advanced culture.
