But its theoretic basis "industrial gradient transfer" theory has been challenged severely. How to resolve this difficulties must be paid attention to. But I think that transference is still on, however the difficulty of "accept" increases. Thus the acceptors should improve their accept level. They should change traditional thought of "whole plane" style of transference , the connection should be accomplished through many level of "growth pole". Here, I introduce porter's "diamond" model. And we find that it's impossible to look forward to formation of industrial clusters in reliance on market power of some factors such as "productive elements" "term of demand" "enterprise" and so on . But a complete "diamond" model also includes "opportunity" and "government" which can affect formation of industrial clusters, so they must be considered. From the wildfire building of the industrial parks, we can find that China's accession to WTO and globalization bring Jiangxi valuable opportunity to develop. Optimization of industrial park is beneficial to foster industrial cluster.Can opportunity be held? Government is a key. I think that governments should play a guiding role. They should construct clear "industrial cluster development" project. They should spend much in creating productive elements\improving exterior environment. But everybody should notice that guiding is not equal to absolute leadership. Large quantities of facts express that market economy is more developed, market mechanism is more perfect, industrial clusters are more healthy. The role government plays should evolve and combine with market. With dominant function market fulfills, industrial cluster will come into being. After understanding this, we'll study how to foster industrial cluster in detail.
