Nowadays, study on the problem of income distribution distance is becoming a hot topic. Different scholars have different views and suggestions. Common measures including enhancing the extent of transfer, strengthening the adjustment of individual income tax and amplifying and sounding the social security system etc.are reached out in area of public finance. However, to much extent, the proposed measures put more emphasis on afterwards adjustment on income distribution distance rather than promote the low-income people's chances or ability to compete with the high incomed. On the other hand, in the field of development economics, the economists have brought up that education, i.e. investment on human resource plays a big role in the development of a country. It will not only promote the speed of economy increase, but also better the condition of income distribution distance gradually. In the field of education economics, there are some scholars who have studied and surveyed the returns of investment on education. The results show that education will decide a man's income in a high developed labor market, that is high income comes from high education, low income is due to lack of education. In the long way, the distance will shrink if every one will have the same level of education. Concerning the fact that we're having the reform of economic system which aims to build a high developed market system including a developed labor market, so now it is time for us to analyse and study how to perfect the fiscal educational expenditure so that it will help resolve the income distribution distance problem. That is the point of this article which will stress that education can resolve the income distribution problem essentially by connecting the related research in the three fields and emphasizing on how the education will influence the income distribution.Firstly, part I reconsiders the proposed measures to the income distance problem in current fiscal field on the base of review on the present condition of income distribution distance problem and points out the proposed measures including strengthening and perfecting the system of transfer, social security and individual income tax only can have a bigger role on afterwards adjustment to income distribution distance rather than promote the low-income people's chances or ability of income promotion essentially. Then it gives out the point of the article concerning the theory of human resource in area of development economics, that is-it depends on education to solve the problem of income distribution distance essentially.Part n analyses how the education and income distribution have effect on eachother To a low-income individual, education can promote his income in final by increasing his ability to compete at the root, while to the whole society, the effect of education income distribution shows as an upside down "?" which means at the beginning, education will expand the income distribution distance, then to a certain point, at last tend to shrink it. On the other hand, equity of income distribution can make sure of equity of education, including equity of jumping-off point and process equity, which can in return assure the equity of next income distribution. Finally it becomes a good recycle.Part III normatively probes into the scope of fiscal education expenditure on the basis of qualitative analysis of product of education. It points out that the scope of fiscal expenditure on education should mainly include primary education and a part of higher education. Otherwise, jumping-off equity of education can't be guaranteed. However, due to lack of definition in amount of our current fiscal expenditure on education and deviation in structure, our jumping-off equity of education is hard to be guaranteed.Part IV introduces the international fiscal education expenditure and compares among some countries from the view of amount and structure.
