A Study On The Choice Of Government Management Model In Contemporary China

Today, when the countries all over the world raise a new round of the reform of the government management model, China, as one of the big developing country of the world, is facing the unprecedented challenge. How to find a kind of government management model that is suitable for the actual conditions in China has become one of the most important tasks that we must face. So, it is imperative to find the government management model, which is suitable for China from the angle of history and reality. The thesis consists of four parts. In the first part, the thesis explores the basic theories on the government management model. In order to adapt to the change of administration environment, the government has to adjust one's own manage range and management methods constantly, thus forming the different management system type or model of the government, namely the government management model. Though the government management model in different country has different characteristics, in essence modern government management model have some common characteristics, such as emphasizing the public interests, the settlements of the problems, result management, serving, and system innovation etc. The choice of the government management model is determined by many factors. At first, government management model is determined. It is determined by the whole development level of the society, especially the productivity development level. Secondly, government management model is determined by the national conditions in each country. Each country has to choose the microcosmic social structure and government management model according to one's own national peculiarity.In the second part, the thesis explores the evolution of the government management model in china and the western countries. The change of the government management model in China roughly has undergone three periods: the government management model in the period of base areas, the all-round controlled government management model in period of planned-economy and the new government management model since the reform and opening-up. From classical free market economy to modern market economy, western countries developed three kinds of government management models mainly: "people keeping watch at night " model, intervening model (the bureaucratic model) and the new public management model.Through the analysis above, we come to the following enlightenments. Economy base (the social productivity state) is the foundation of the government management model in each country. The introduced mechanism must be adapted to the national conditions. The way of realizing the reform goals can be flexible. The developing contradiction should be treated correctly.In the third part, the thesis analyzes the current situation of social environment and government management model in China. At present, compared with the western developed countries, the social environment in our country is not very optimistic: backward economy, insufficient market development. The current situation of the government management model is: the feudal bureaucracy and the original bureaucrat's style still have great influence on the government's administration. Rational bureaucracy is insufficient. The new-type government management model is still being constructed. At present, our government still faces a great deal of predicaments, such as the lack of reason and efficiency in the management system of the organization activities, deficiency in law spirit, the imperfection of the civil servant system, insufficiency in bureaucracy.In the fourth part, the thesis puts forward the suggestions on the choice of our government management model. The trinity government management model is the most suitable government management model for the national conditions of our country.
