21th century is that Information Economy is dominated. Under new conditions, people's ability and efficiency of creating and using knowledge becomes a crucial factor, which can weigh national comprehensive power and international competitive power. As the development of age, people generally realize that people is the most active and the most important productive factor. Human resources are the first resources and human capital is the largest capital. The development of new economy demands science and technology makes much progress. Only depending on people's power, we can promote the development of economy. Facing the tide of new economy, how national enterprise should reform. To the status quo and means of the development and management of human resources of national enterprises, this thesis makes a beneficial research and presents new model of motivation management integrating the practice of the securities corporations. The first part analyzes the status quo of the development and management of national enterprises' human resources in our country. Firstly, it summarizes the six basic features of the situations of national enterprises' human resources in our country. Beginning with the rare nature in profession, it makes much special analysis in human resources' total quantity, whole quality, regional distribution, structural distribution and the loss of talents etc. through using a lot of examples. Secondly, it analyzes the reasons that the status quo of the development and management of human resources of national enterprise in our country forms. It states carefully following the five aspects:1.the effects of planning economy and the contradiction among the market distribution of human resources.2.the enterprise emphasizes the use and ignores the training, the investment of human capital is rare. 3.former management system is not perfect and lack of the effective system of motivation and competition.4.educational environment in society and special demands of enterprises comes apart.5.paying attention to human resources' management, ignoring the training of human resources.This paper presents the importance of the management of national enterprise's human capital and the inner potential channels of the management of enterprises' human resources in new situations.The second part explores the development and management of human resources of national enterprises in our country. Firstly, starting with the views of the development and management of national enterprises, this thesis emphasizes following several aspects:1.make clear that the human quality of enterprises is the base of the development of human resources.2.make clear that creativity is the core of the development and management of human resources of national enterprises under new economy.3.make clear that it should create and amplify the human resources system and good training environment, which it is the foundation of the development of national enterprises' human resources in new economy. Which makes enterprises' managers promote the emphasis degree on the view of the human resources and forms good social environment, policy environment and creative environment at talents' use, management and development etc. So it can make the talents truly bring into play their abilities. Secondly, carding carefully the ways of the development and management of human resources of national enterprises, it presents that education and training is the main way of the development of enterprises' human resources. The reform of management system and inner potential abilities' development is the main focus of the development of human resources. Therefore, if we want to activate the function of human factor in enterprises, we must erect the management views "human standard", pay attention to the development and management of human resources, strengthen the investment of human capital and create the motivation and competition system coping with Marketing Economy.
