The Investigation Analysis Of Land Impressments In The Changchun Economic Technological Development Zone

Land expropriation is the basic method to solve the problem of theincrease demand of Construction Land, and it is also a Basic State Policy.Land expropriation shows many problems in practical work, among whichthe most notable one is the compensation and resettlement of those farmerswhose cultivated land are occupied. Land expropriation is a kind of action that for the demands of the socialpublic interests, the governments turn the collective land to the state-ownedland compulsively, and also give some compensation. Land rent theory is theimportant theory related to the land expropriation. Land rent theory mainlyincludes Marxist land rent theory and Western rent theory. Marxist land renttheory has Guiding significance in contemporary China. In this paper, taking the rent theory as the guidance and ChangchunEconomic Technological Development Zone as the analytical example, thegeneral situation of the land expropriation in Changchun EconomicTechnological Development Zone, the situation of compensation andresettlement of the land expropriation, the remising situation of theexpropriated land. The results revealed that in Changchun EconomicTechnological Development Zone, the resettlement subsidies for the farmerswhose cultivated land are occupied is 15.4-46.8 thousand RMB per person,and the compensation fee of the land is 57.65-165.25 RMB per hectare, theremising fee of the consultative land of the development zone is 1.8176million RMB per hectare, the remising fee of the consultative land by theway of inviting public bidding, shingle-hanging, and vendue is 2.6827million RMB per hectare. On the basis of the above results, the remaining 35questions and the deep-seated reasons producing these questions about theland expropriation of Changchun Economic Technological DevelopmentZone were analyzed primarily. The analysis shows that the compensation feeof the farmers is too low for their long-term living security, and that the nowthe land expropriation and the social security system cannot give sound andproper relocation to those farmers, which revealed that the state gained theprofit and the benefit of the farmers were destroyed during the landexpropriation. The ambiguous subject of the ownership of rural collectiveland, the infringement of public power to citizen power, and the unfoundedrelative the social security system are the deep reasons. The ambiguoussubject of the ownership of rural collective land has brought lots of refractorydisputes. However, because of the ambiguous relation between the incomeright of the rural collective land and the personal benefit of the collectivemembers, the farmers care little about the collective asset and trench on thecollective asset. Moreover, the unfounded relative the social security systemmakes the farmers lose the last security with their land. According to the problems above, at present, the two measures ofenhancing the compensation and resettlement standards and perfecting thesocial security system of those farmers should be adopted. Enhancing thecompensation and resettlement standards would push the policy of zonesynthetic price, which can demarcate the zone and evaluate it according thedifference of land sections and land types, which can lay the sectionalsynthetic compensation standards of land expropriation on the basis ofanalyzing the attitude of the farmers, and which can lay the compensation andresettlement of land expropriation on the table for the monitoring by thepublic. Foundation of the social security system should consider thedistribution of the benefit and the duty of the state, the collective, and the 36individual, which means that both the state and the collective should respondpartly for the foundation of the social security system.
