As is known to all, it is necessary for our China to open the financial market entirely. According to the conventions of WTO, we have a cushion time of five years. During these five years, foreign bank can only involve in the wholesale business of RMB with Chinese corporation, but after that they can also do it with Chinese resident. At that time, foreign banks will have the same status with internal banks in China. Four stated-owned commercial banks, as the main body of Chinese financial system, their amount of deposit and loan occupy 90% of all foreign organizations. Therefore, the sustainable development of stated-owned commercial bank has an important influence on the good circulation of Chinese finance and national economic.Innovation is an important factor for stated-owned commercial bank to keep its sustainable predominance. Banking innovation has become a cosmopolitan trend. For stated-owned commercial bank, operations innovation and management innovation are two primary aspects. Risk management is also very important to stated-owned commercial bank. The aim of risk management is to reduce loss that the change of operation and market may bring about. Credit risk and liquidity risk are two most chief risk among all risks in internal banks.Innovation and risk management are two useful tools for stated-owned commercial banks to gain their advantages in the competition. But actually financial innovation and financial risk management are contradiction, innovation can bring about new financial risk. Internal banks should realize the two ness of financial innovation in the process of reformation. Only in this way can stated-owned commercial banks always keep its sustainable superiority.
