With the rising of economy globalization, the improving of the science technology and the breakthrough of the economic theories since 1980's, a high wave of Electric Power Industry (EPI) reform has surged all over the world. A number of countries whose property rights of EPI were owned by their governments made the reforms of privatization, breaking out the monopoly and bringing in the competition with England as its leading. Others whose rights were owned by the private companies made the reforms of bringing in the competition and liberalization with America as its leading. They gathered a lot of different experience and lessons in the course of reforms. The government in our country has been monopolizing the EPI. Under the new situation of the economy globalization, joining the WTO and high development of our economy, we are reforming the EPI. It will be of great significance for reference to our EPI reform to analyze and study the patterns, characteristics and effects of foreign countries.This essay concentrates on the following topics:Firstly, the essay introduces the characteristics of EPI, and analyzes them with the economic theories so as to declare the internal law of EPI.Secondly, on the basis of combination of theory and practice, the essay illustrates the reasons, characteristics and trend of foreign EPI reform, and with the examples of England and America it analyzes the main patterns and effects of their reforms.Thirdly, the essay introduces the course of development and reform of our EPI, analyzes and sums up the problems and deficiencies existed in our reforms.Finally, combining with the situation of our country and using the experience of foreign countries for reference, the essay discuses the purpose patterns, the ways we should use and the problems we should mention in our reforms.
