As we know, the world has already entered the age of information and high technology. The development and applying of high technology such as microelectronic, laser, bioengineer, telecommunication, area-technology, new material and so on hit the traditional industries violently. In this age, those who grasp and apply the high technology first will gain the initiative of competition and superior conditions, will be the winner in the marketing.Liaoning is the old industrial base of China, and it is an excellent group assembling many characteristic cities. This group has greatly contributed to the development of China in the planned economy in several decades, and played a decisive role in industrial construction of our whole country. But, after entering market economy, this group has obviously lacked competition forces, and its economic results has greatly declined, even landed itself loss condition. This mainly because in state enterprises, the property right relationship is indistinct, investment is single, burden of the enterprises is heavy. Besides, industries in traditional planned economy have no longer meet the modern market economy. So, applying high technology to reform traditional industries have become a top priority. The state enterprises of Liaoning province want to develop further, they must devote to high technology, thus they can "start an undertaking the second time", and make new contributions for the building of China.This article is a work for researching how to apply high technology to reform Liaoning traditional industriessystematically, possesses the nature of pioneer in a certain sense.
