From a macroscopical point of view, traditional ruling by virtue can be divided into two general levels: theory and practice. In theory, traditional ruling by virtue refers to the Confucian ideology and allegation of ruling by virtue; while in practice, it means the feudalism rulers put the Confucian ideology and allegation into use during their ruling and make it concretized and systernized, in order to maintain and consolidate their own rein. Although the study of virtue ruling has been a hotspot among academe, their attention is kept on the theory level. There is hardly any special question of discussion for the study and expatiation of the practice of ruling by virtue. What this article focuses on is particularly the practical level of ruling by virtue.The whole article is separated into four parts, with the first part discussing the origin of the problem and offering searches of relevant information, the second part demarcating and explaining the question under study, pointing out traditional ruling by virtue is a limited virtue ruling, the third part emphasizing the carrying out of traditional ruling by virtue in practice. Systemizing of filial duty, systemizing of courtesy, expostulation system and official promotion system are the 4th approach. At last conclusion is a modern assessment on traditional ruling by virtue and author pointed out its function of using for reference and significance.
