Qualified personnel are the resources of a country's prosperity and the foundation of starting an undertaking. Qualified personnel stands for capital, the brain drain means the loss of wealth. During the fierce competition for qualified personnel, how to attract qualified personnel and reduce the brain drain are the essential issue on the development of an enterprise, a district even a country. Therefore, this article specifically discussed the issue of talent drain.As for the structure of this article, 7 chapters are included.As the beginning of the main body, preface put forward the issue of talent drain discussed in this article. How the brain drain come about? It also gave us the study angles and various chapters of the issue.Chapter Two explored the drain during the talents mobilization theoretically. Other kinds of talent drain a Models are employed to expound the drain during the talents mobilization in the example of the transnational drain of talents, re the same.Chapter Three, Chapter Four and Chapter Five focused on the reality of today's China, and discussed the status quo and the according reasons of the talent drain in the State-owned Enterprises, privately owned enterprises, the medium-size and small high technology industry respectively, which laid the solid positive foundation for the later strategies and suggestions.Chapter Six was the conclusion part of this article, which also was viewed as the part of further deepening study. This chapter gave the according strategies and suggestions of the issues raised in the Chapter Three, Four and Five.Apart from the strategies and suggestions in Chapter Six, Chapter Seven gave the further deepening suggestions on brain train.Wholly speaking, the author held the point that resisting brain drain is the important issue faced by China currently or lately. However, confined by the personal limited comprehension, the author gave her own daring conceive of resisting brain drain,which concerns such varied and broad fields. And the author sincerely appreciated the criticism and correction from all the readers.
