"Yuan-hua Smuggling Case" in Xiamen and "Lai Changxing Extradition case" aroused special attention from the nationals to the extradition issue. How can it be so difficult to extradite corruptive officials and other fugitives from the outside? To answer this question, we have to make a thorough study on the characteristics and basic principles of extradition. The author of this article sensed positively the theoretical value and realistic significance of the proposition. Beginning with lines on concerned concepts, the article makes a penetrating analysis and summary on the characteristics and basic principles of extradition by the method of historical research and comparison. It puts forward the viewpoint of "Extradition law has its own comparatively independent status and system". On the principle of protecting human rights, the article gives a thorough illustration. As to our country's extradition history, the author made a serious summary, in which original views are set forth.
