Development of the high-tech industry is an important measure for China to foster new economic growth points, realize industrial upgrading and updating, and ensure stable growth and sustained development of the national economy on a right track. As is known, the high-tech industry has the features of high infusion, high risk and high yield. The support from the national macropolicy is essential to the industry over the whole process from its formation and maturation to development. Taxation, as an important means exerted by the government for macro economic control, plays an important role in accelerating development of the high-tech industry.Nowadays, many states have taken various measures to stimulate development of the high-tech industry in their respective countries, in a bid to seize a favorable position in the global competition. In spite of the technological development conditions and supporting modes & policies varying from country to country, taxation is a common means shared by these states to push development of the industry. In other words, each of these states implements policies giving priority to this industry in many and broad areas to support and encourage development of high-tech industry in its own country. In return, they have received good results.This article gives a full analysis of the urgency of development of the high-tech industry in China and the importance of taxation in driving development of the high-tech industry. With reference to various taxation control and expenditure theories, and by comparing foreign taxation policies touching technology with the local policies in the same field, it presents general thinking lines and specific political measures purporting encouraging development of the high-tech industry by means of taxation control. This article introduces some original and more advanced ideas, which are reflected in the following areas:1. By giving a case study, it points out the deficiencies of the local taxation policies touching the high-tech industry, and gives the improvement proposals;2. On the basis of analyzing effect of the taxation policy in China on development of the high-tech industry and boldly borrowing successful foreign experience, and in combination with the condition in China, it comes up with scientific and rationalized proposals for taxation policies particular to the high-techindustry, in the hope that taxation plays a positive role in stimulating development of the high-tech industry;3.It constructs a common macro taxation model and a development model. Through these models, it gives an analysis and study of the tendency of macro taxation change in Shenzhen and the rest of the country. The findings demonstrate that, with appropriate policy of low tax rate and many preferences, the effort in development of high-tech industry and optimization of the industrial structure will bring higher added value to some yields, which will, in return, create more profit, push economic growth of the tax revenues incredibly, and eventually raise macro taxation standard and revenues.4. It constructs a multi-factor covariant regression model for taxation, states the effect of each economic variable, especially the technological factor, on taxation and its guiding significance to taxation, thus providing a basis for achieving good interaction between tax revenues and technological development.
