The dissertation handle the comparative advantage theory, and benefit from the former's research for the the construction market and marketing, and analyse the construction market actuality and tender instance both here and abroad, and forecaste the trend of construction competition market and tender dynamically after entriing into WTO, introduce the construction tender offer step ,tender decision, and cum risk analysis means at home and abroad. The author collect and tide China Gezhouba Group's(CGGC) history tender data impersonally impersonally, with gathering and analyzing it, study tender evaluation of bid bedrock and means, reveal clearly the successfu 1 bid factor of construction tender beckon tender inside and outside. This article suggested: successful bid is determinated by the contractor's proportion of comparative advantage during tender, and we should keep hold of the dynamic comparative advantage theory. In order to create comparative advantage and keep up incincible position in ripening industry, we should without cease technology and supervise innovation upon intense market competition. The thesis approve it is correct to handle the comparative advantage theory in bidding by the pensterself's participating.The paper also, basing on CGGC's practice, establish SWOT model for CGGC's bidding strategy. Using the comparative advantage theory, the author make a conclusion through analysing the comparative advantage and comparative disadvantage one by one, which consist of the enterprise's synthesize comparative such as technology, Capital, person with ability, management, brand and cost etc., and according to the opportunity of market and the threst from the main competitor inside and outside at the same time, and handling SWOT analytical procedure, from changing the inferior position ,and enlarging and creating comparative advantage' angle. The bidding strategy of CGGC as follow: cost keep ahead, technology led, base area, union stratagem, brand name and good faith, industrial policy.The paper also suggest we have to reform CGGC' organization if we want to push successly our competitive strategy, and discuss it .In order to change the comparative advantage to the absolute advantage, we protest establishing the modern enterprise system really, and deepen reform, management innovation. It is very important for our company to establish the concept Supply chain for construct company in order to reduce cost, Increase efficiency, assure quality and benefit the system.not only CGGC but also other Chinese construction enterprise.By combining the relevant theories and practices vividly together, and with the support of self-experienced cases through the bidding and project management an home and aborad, the author finds the bidding strategy manages and organization charts for gezhouba' marketing, and tries to make his idea feasible and workable in engineering activities and present a relatively new concept for market bidding and enterprise managing of CGGC.
