With the widespread implementation of the tender offer and tender bidding system in the Water Conservancy and Hydroelectricity Engineering (WCHE), the cost of projects shall be estimated in time by the design unit and the contractor in order to work out the tender and the quoteprice. Therefore, development of the cost system of WCHE is of great significance, at the same time,it is a quite hard job. Compared with the cost system of civil engineering, because of the complexity and inconstancy of WCHE, the study of the cost system of WCHE is on the initial stage and very tough. It is emergent for us to develop the cost system of WCHE which has wide applications and is operated simply and in standard.Based on the mastery of the method for working out the cost of WCHE, the author analyze the structure of the cost of WCHE emphatically, then, object-oriented analysis, and object-oriented design, and object-oriented programming for the cost system of WCHE are processed with the method of the object-oriented software engineering, and the cost system of WCHF in operation simply and in wide use has been developed successfully on the flat of Windows.At last, system testing for the cost system of WCHE is carried out, as indicates the system runs stably and its results are in according to the related requirements. The cost system of WCHE developed has some merits as follow:1. The visibility of the ration databases-The construction and the installation ration database, the materials database, the construction machineries ration database and the equipments database can be examined, modified and expanded directly in the databases;2. The simplicity in operation-During the course of the working out of the cost of WCHE, all work can be almost completed with the mouse (except some quantities of projects and the necessary flag denotations) ;3. The nicety of the results calculated-Automatic calculation of the sheets of the cost of WCHE is designed according to relevant regulations, which insure the nicety of the results;4. The easiness of modifying remits calculated-various result sheets calculated may be converted into Excel eletrical-sheets with formulatns.By means of strong edit function of Excel, the output format of analysis sheets of unite price and other various result sheetscan be modified according to the requirement of the project and the necessary content can be added on the basis of the bidding;5. The perfection and standard of reports printed-The format of reports printed of the system is consistent with the requirements of the documents of the cost of WCHE, and the reports adjust its layout in the pages, so the position of sheets of the cost of WCHE printed shall be reasonable in layout;The system is tested strictly, and tens of costs of WCHE have been completed with it, thereby, it is stable in operation. It takes several hours to complete a cost of WCHE with the system, which could be completed in half month, even one month without it in the past. Simultaneously, the efficiency and veracity have been improved. The level of working out the cost of WCHE has been improved to a new standard with the emergence of the system.
