Research Of The Institution And Policy Of The Implementation Of PFI In Shan Xi Province

PFT (Private Finance Initiative) is a new economic style of project finance of inducting private capital in public projects. This style origins from Britain and has been used for reference in many other countries, and has brought up huge economic and social benefits. But the research and the application of this style is still in a groping phase.With the entry of WTO and the execution of the West Great Development strategy, great importance has been attached on the giant investment of public facilities of Shan XL Province. On the basis of System Economics, Construction Economics, Management and Engineering Maths, this paper systematically studies production theory for public products, and well discusses the operation mode of PFI, the relation of organization, the operational flow and the managing emphasis in Shaan Xi province, by means of statistic analysis and the combination of criterion research and demonstration research. It gives advice to the government in sides of the law building, the system reform of investment and financing, and the governmental support.The author has discussed thoroughly a series of important topics such as market opening, anti-monopolization, re-molding the main competitive parts and speeding up reforms of government administrant system.The fruit of this paper will have an important application foreground and greatly benefit the economy and society of the government.
