According to the need of personnel system reformation in institutions, theaspects of human resource management and exploitation have been explored in thisthesis based on the implication of phrase human resource. This thesis would provideinstitutions with some useful methods and theoretical directions for personnelselection, assignment, motivation as well as education. There are seven parts in this thesis. The introduction that presented the topicselection of this thesis, main contents as well as research methodology is in chapter 1.Chapter 2 is the basic theory of human resource presenting the implication of humanresource, meaning of human resource management as well as theoretical basis. Theanalysis of the situation of human resource in the seismological bureau of Shandongprovince has been given in Chapter 3. Chapter 4 includes human resource application,in which personnel shifting, education, exploitation, motivation, achievementsexamination and so on have been introduced combined with the characteristics of theseismological bureau of Shandong province. Chapter 5 is the human resourcemanagement affairs including design of talent education, accomplishmentexamination, professional capability evaluation.In chapter 6,the achievementexamination is designed. The prospect of human resource management is arranged inChapter 7 and difficulties and challenges in knowledge-economy era fronted byinstitutes are analyzed. The combination of human resource management with reformation of personnelsystem in institutes, that introduced personnel enrolment, education, examination,motivation and so on in human resource management to institutes, is relatively anadvanced research; and this can be taken as reference for leaders in institutes to makedecision. The base of this thesis is the theory of human resource management in enterprisesat home and abroad. By theoretical research and practical cases analysis and takingconsideration of the combination of reference and innovation, the theoretical andpractical affairs of human resource management research have been given. Thecharacteristic of this thesis is mainly qualitative, accomplished by quantitativeanalysis.
