As the industrialization process in China is speeded up, food demand will definitely increase, while food supplies can directly influence the household living standard and the national economic development. Recently, the provisionment situation in our country demonstrates a lot of new features, such as the oversupply is gradually changing. Inner Mongolia, as a main bread basket, can not only be self-supplying, but also contribute somewhat to the nation's provision security. Based on the first-hand experience, the author mainly used positivist research to study the supply-and-demand relation in Inner Mongolia; raised some proposals on foodstuff circulation and management in the area. After a thorough analysis on the provisionment situation and influencing factors in Inner Mongolia, the author made a long- and medium-term foodstuff demand-and-supply forecasting; raised the concepts of regional layout of advantageous food production areas as well as foodstuff circulation. The paper also mentioned some strategies to improve the productivity and circulation system of foodstuff in Inner Mongolia. The author thought stable gross yield must be assorted with optimized production structure, market and resources advantages must be tied in, self-determining and general regulating must co-exist, yield per unit and gross yield must be well balanced, relation between productivity and effectiveness must be well treated. Besides we must strengthen farmland protection and agricultural infrastructure construction; cultivate more market leading enterprises; well adjust the production structure; effectively protect farmers' production enthusiasm; push forward the foodstuff circulation reform; set up logistics mix; reinforce the market and price manipulation.This paper will help to understand the long- or medium-term demand-and-supply tendency in Inner Mongolia, facilitate to solve the foodstuff production and circulation problems in the near future.
