Harbin Huitianli Foods Company is a little scale milk products company only for 1 year, and its development is very fast. The management style is becoming unsuitable as the company development, especially the human resource management. It is the urgent problem for the senior managers how to survive in the severe competition, how to encourage the employees' enthusiasm and initiative and explore their potential strength. At first, this dissertation makes a brief description for the importance and the tendency of human resource management, expounds the theories and knowledge about performance appraisal and motivation system.Secondly, the dissertation introduces Huitianli Company, and analysis its organization structure and job description. The employees are divided into four levels. Also the dissertation makes a study on the present performance appraisal and motivation system, detects its shortages.Thirdly, according to the present situation of Huitianli Company, an effective evaluation method is carried out in this enterprise, the Benchmark performance appraisal method. This method sets different evaluation index and standard for employees in different levels, and puts the employees of same level on the same evaluation platform. At the same time, AHP is applied for setting the weight of the index in order to guarantee the equity and scientificity for the evaluation. Later, on the base of fair appraisal, different motivation frames and rewards are established according to the different requirements of employees who are in the same level. And in this way, all of them can be encouraged and will explore their abilities in their work.
