The proper scale management not only is the necessary approach of agro-modernization and agro-industrialization but also is required by the development of agricultural productivity. China obtained a recognized great achievement by rural responsibility system from which peasants got the right of management and decision-making from 1970s. At present, the management scale of native country is small at large and the soil is decentralized, which affect further development of agricultural production.The proper scale management of land, the development of the third industry and the development of a large-scale management by the proper centralization to the master-handin farm had practical meanings in country.The paper analyzed the situation, questions, development processes and achievements of the land management in country. On the base of the analysis, the paper simply discussed the management theory on country land. The author forecasted the developmental trend of the Houma City, according to the natural and social resources and the land working status in the Houma City.
