A New Perspective Of Rural Urbanization:Momentum Evaluating And Policy Designing

The issue of agriculture,rural area and peasantry as well as the issue of urbanization has never received so much attention as today since the foundation of the People's Republic of China. As far as China is concerned, rural urbanization will be the main contents of whole urbanization taking the national conditions into consideration. However, there is still no identity in the point of views in intellectual circles. Whether rural urbanization is the main road to Chinese urbanization? Dose the development of small town in rural area accord with the law of agglomeration economy? And so on, are the focal points of dispute.It is proved that small town in rural area is the very result of agglomeration of many factors; that is to say, rural urbanization does not break the essence of agglomeration economy at all. And rural urbanization is the inexorable trend of social development. The emphasis of this article is just to explore how to acquire and take advantage of the important momentum to promote the process of our rural urbanization in rural social system.The focus of this thesis will be placed on four aspects of the determinant momentum that affect our rural urbanization including rural industrialization, peasant knowledgization, agriculture industrialization, and rural modernization. I successfully designed a composite index to measure the main momentum of rural urbanization, which is composed of four indices, fifteen projects and twenty-four indices closely relative to rural urbanization besides the above-mentioned four aspect's indices. Then I adopt the analytical hierarchy process (AHP) method to explore to what degree the indices affect rural urbanization, and evaluate the priority of those indices furtherly.At the end of this thesis,I select the rural urbanization of Langfang city as a typical case in order to apply the composite index approach to measure the main momentum of rural urbanization and gain its numerical value. Furthermore, I evaluate the sequence of indices'contribution ratio so as to provide scientific basis for improving rural urbanization level. This thesis adopts PEST model as the analysis frame, and employs several quantitative research means such as Multiple Regression modle and AHP and so on to testify some new point of views recently emerged.The main purpose of this thesis is to provide a researching approach to analysis the momentum mechanism of rural urbanization. And our conclusions established a cornerstone for policy-makers to formulate rural urbanization policies.
