The theme of the article is to try to find out the application of the corresponding reform measure in the personnel system applied to the government bodies of the city of An Yang, a city in the northern Henan province. According to the Human Resource theory , the author analyses scientifically the disadvantage that exists in the personnel system running in the government and puts forward the solutionAt first, this article has carried on detailed exposition to the current situation of the personnel system serviced for the government of An Yang. There is a old saying in Chinese going that other people's good quality or suggestion whereby one can remedy one's own defects. The author has proposed utilizing the Human resources theory to solve the existing problem in this personal system. Then the author makes detail statement to modern basic Human resources theories and new development of this theory in new century .The modern Human Resources theory is extensively used in business circles. Can this theory be used in personnel system of the government ? The author points out there are their common grounds between enterprises and government .They have the same " managing" concept .This proves the feasibility to use the Human Resources which is from the west country among the reform of personnel system applied to the government. Just as experienced old doctor of TCM, will not merely clarify the disease, but know the cause of disease while handling somebody's disease, and the basic physique of the patient, the author judges the general situation of the personal system running in the government and its cause. Moreover, the author continues to make the basic assumption of human nature, according to the local history tradition, humane characteristic, personnelbasic qualify, etc. The author makes the " Y theory" assumption and complicated social human nature assumption. According to the above assumption , the author makes a scientific analysis of the disadvantage in the personnel system store in the government of Anyang of city with the help of the Human Resource theory. To solve the problem , the author gives finally the "prescription ": 1, Planning well the Human Resources of the government bodies conscientiously; 2, Making out the rational and exhaustive progress, together with the job iscripations;3, Setting up the officer system and the motivation system; 4, Structuring the personnel's recruitment, selection, adjusting and using rule;5, Improving the principle of the performance system ; 6, Strengthening the training and development to the human resource of the government bodies.The author summarizes the advantage to solve the problem in the personnel system using the HR theory at the end of the article, and make a beautiful view to the essential features of civil servant's teams of government bodies in the ideal in the future.
