Our Country's Social Credibility System Constructing And Studying

The construction of social credibility system is the basic policy to rectify and regulate market orders. We should build social credibility system in China directed by Deng Xiaoping's Theories and "Three Representatives" concepts and carry out the essence of the 16th National People's Congress. In order to promote the development of economy and build a prosperous society, it is important for us to develop a credible social environment and form regulated market orders. In the process of the construction of social credibility, the government should take a lead and set a good example. The emphasis should be laid on building good enterprise and individual credibility. Special attention can be paid to the construction of credible morals, culture and environment, during which government should supervise the work and various departments should be self-disciplined. Effective rules should be made to speed up the construction of social credibility. China now is in the historical period to build a well-to-do society. It is beneficial to build a Chinese-characterized social credibility which also meets the needs of international criteria, so that a long-term management system as well as an open, regulated, and competitive market system can be set up. It is also of much use to improve the individuals' credibility consciousness and their moral standards, the result of which is that a harmony trusting social settings can be created. Furthermore, good credibility foundation and market orders can be sustained by building a social credibility, as a result, the circulating and re-dividing of capitals can be fostered and hence a modern system of property rights can be achieved. It's also good to construct an optimum investing and trading environment and reduce the costs of social trades. Then financial and trading risks can be avoided. Strengthening the opening to the outside world and social credibility has great theoretical and practical implications for developing a prosperous, civilized and progressive society.But in China some individuals lack a consciousness of credibility and credibility rules need improving a lot. What's more, there exist many systematic obstacles in the development of credibility, so measures are lacked to record and punish the actions of losing credibility. In order to develop an advanced society at arapid speed, it is necessary for China to build a set of social credibility system in a short time, which is fit for the development of market and economy. To achieve the goal, first the government and the market should combine their efforts; then different departments and aspects of the society should take an active part and accommodate themselves to the changes of economical system and the functions of government, so that a set of new economical regulations and systems can be created. My research is based on the integration of theory with practice, focusing on the problems in the construction of social credibility. Hence, ways to speed up the construction of social credibility in China are put forward.The thesis is divided into three parts. The 1st part is focused on the introduction of social credibility systems, which includes the definition of social credibility, the basic structure and its management systems of the construction work. The 2nd part is about the problems coming up in the construction of social credibility. They can be listed as follows: an understanding of social credibility, the technological problem and the standard of credibility, the legislation of credibility system, the system to punish the actions of losing credibility, credibility education, and the features of unbalanced credibility information, all of which obstruct the development of social credibility in China.
