Enterprise culture is the concept originated from the exploration of the modern management theories and social cultural development since the 1980s. Enterprise culture refers to the enterprise value and enterprise spirit, which are gradually developed and formed in the process of long-term management and development of the enterprise in a specific economic and social background. It also refers to the behavioral norm, moral rules, life beliefs, enterprise customs, habits and traditions based on the enterprise value and spirit. Finally, it refers to the management consciousness, management guiding principles, and management strategies of the enterprise.With the coming of new economic era, the information network and economic globalization put the enterprises into a new competing environment and management situation. In the new historical period, the construction of enterprise culture should be in relation to the reform of the traditional personnel resource management. The enterprise culture should focus on the aspects of enhancing human communication and intellectual management. Facing the challenge of intellectual economic era, enterprises and social management are undergoing provoking reform. The management culture is facing transition and image -rebuilding as well. The emphasis of enterprise culture construction should be put in the rebuilding of the personnel resource management.As the ongoing of the reform and opening-up policy of Chinese government, the management ideas and enterprise culture of foreign companies have been gradually introduced into China; Chinese enterprises are stepping into a new intellectual economic era. The building of enterprise culture aims at setting up the image of enterprise, promoting the working efficiency and economic interests in a long term. As "Culture is human's culture", enterprise culture is made "for human" and "by human", the distinguished management beliefs and effective personnelresource management play the major role in enterprise culture; consequently, effective enterprise culture is to be able to promote the management ability on personnel management. The enterprise management, especially the aspect of cultivating personnel resource, should pay attention to culture. The enterprise culture development should be incorporated with the cultivation of personnel resource, and further enhance the human resource management. The enterprise management beliefs should focus on human, and pay attention to the development and construction of enterprise spirits, especially enterpriser spirits, hence the intra and extra environments of the enterprise culture construction is able to be reinforced, and the personnel resource management is able to be strengthened.
