Market Economy, Government Function And The Third Department

To fix the position of government function scientifically and reasonably is important to establish and improve our socialism Market Economy System, and is also important to enhance government efficiency.With our socialism Market Economy System becoming better and approaching perfection day by day, especially after China entering WTO, it is more standard and stricter to demand the performance of government function.This article has analyzed the feature of Market Economy System and the demands to government function. On the basic of those analyses, it emphasizes the government function in the environment of Market Economy System, such as adjusting economy function, supervising market function, managing society function, public serving function and so on.Comparing to our traditional Planned Economy System, it is necessary that government function should be adjusted when we are doing our best to establish and improve socialism Market Economy System.However, when it turn to the relationship between market economy and government function and the third department, the development of the third department plays an important and non-replace role in transforming government function and improving Market Economy System. The third part of this article has analyzed all of those.The last part of this article has probed the theoretical and actual problem of positing government function, such as "big government or small government", "protecting government or intervening government ", "public severing government or quintessence government", and the main present problem existing in the third department and so forth.
