Compared with rapid development in china city, some worried situations have constantly been emerging in rural community since 1990s, such as village decay, farmer burden, peasants struggle. Due to the dualistic urban-rural structure, the present provision constitution of rural public goods partly lead to village decline for the insufficient supply of public goods, partly increase rural residents burden because of some public good over provision. After joining in WTO, china agriculture is directly influenced by the foreign market competition, which makes the rural stability sand development more important. In the changing society, traditional supply constitution of rural public goods evolved from planned economy are facing reality dilemma.The dissertation makes the public goods supply of rural communities into the global surroundings. In connection with the gradually alternative social fact and national situation, aiming at the questions which the resource is drained hard up and the rural supply system in the rural communities, the author suggests creatively the idea which advocate dominant demand style and polycentric supply on basis of organizing villages and the interactive style between urban and rural area.This paper includes seven parts. The introduction tells the significance for the topic selected, conception definition, the research purpose and ways. The second part in the process in china county communities, then finds the problems existing in the supplies system in the county community those days. Part three analyses two restricts from the macro and micro angles to rural community public goods, and basing on the frame of resource development tells the current situation about the supplies in accord with resource prospect. Part four puts forward that countries should be organized together. Cities should be organized on the basis of analyzingthe change in countries after 1978, so that make the funds operate benignly. Part five puts forward creatively the theory about the dominant demands and the polycentric supplies after analyzing the new social phenomena and new developing tendency. Part six, expatiates the main theory with two cases, one for materialized public community supplies, the other for public service .The last one retells conclusively the theory of dominant demand style and polycentric supply.
