A Research On The Determination And Management Of The Index Of Land Use Plan

Land use plan is an activity about the proper use and operating management of land resources in certain region in according to the features of natural, social, economic, technical conditions and historic base and the need of improving national economy.Land use plan is a new subject that is not complete. The determination and management of the index is the central part in the research of land use plan, which is essential for bettering this new subject. Establishing the scientific land use plan index system is the need not only for the economic development but also for deepening land institution reforms and improving the land management efficiency.Since the last turn general land use plan has been put into effect, the land use control system and basic farmland protection system have been prosecuted smoothly, which guaranteed the balance between processing and compensating arable land and promoted the efficiency of land use. However, many new problems appeared during the prosecution. The main one is that the index is too tough and lack of flexibility. How to enhance the flexibility and feasibility is urgent for solving the contradictions in land management and for exploring the train of thought in the new turn of general land use plan.Combining the land use plan amendment this turn in Yubei district of Chongqing City, the thesis discusses the relevant theories, methods and techniques in determining the index to the land use plan and explores the correspondent management measures to direct the land use plan and serve for the economy.The thesis is made of six parts.The first part is preface, introducing the background of writing the article, the study progress at home and abroad, the technical procedure and the features of the study.Part two introduces the theoretic base of the land use plan systematically.Part three clarifies the principle and methods for choosing the index to the land use plan. Based on the comprehensive analysis for the present conditions and problems of choosing the index at home and abroad, the thesis puts forward the scientific index system and appraisal system.Part four analyses the present problems in the management of the index to the land use plan. Then it puts forward the countermeasures of improving the management.Part five analyses the determination of the index to the land use plan in Yubei district of Chongqing City and sets forth the management measures accordingly.Part six is the conclusion. In this part some problems that need to discuss further in the future are put forward, including the train of thought, the index system and the management structure.
