The urban land with compensation uses to grade reflects the different income of land. The quality difference of urban land exists not only in one city, but also between the cities. However, in the present land market there has more attention on urban land evaluation inside one city, but not enough on the gradation among different cities. It leads to some adverse effects. So the research on grading urban land among different cities should be strengthened. It will provide the basis for the government in making some policy about macroscopic adjustment in land price, and has comparatively good theoretical and practical significance to deepen the reform of the land use-with-compensation system in China, establish modern land market, consummate land price and realize capitalization of land resources.Chapter 1-4 is the part of theory analysis.The first chapter presents the key issues of research and expounds research background and the purpose, then overviews literatures home and abroad, which reflected to this study area. What's more, it introduces research approach, research method as well as creativity and shortage.The second chapter defines some basic conception of urban land gradation. Then it introduces some basic theory such as differential rent theory, price theory, Urban Location Theory, and makes an analysis on relationship between the theory and urban land gradation.The third chapter discusses the main factors influent of urban land quality with the example of some cities to explain. The'Aen facors are urban location, geological condition, circumstance, agglomeration scale, infrastructure, output, economic advancing level, potential land, government policy, exceptive factor. They are divided by four types, which is location, natural, economic and social condition.The fourth chapter analyses two ways that can evelate the urban land quality, which are direct and indirect, then chooses the synthetical evaluation method. The main process such as the principle of choosing factors and the approach to ascertain weights is discussed.In part two, a positive research on Jiangsu Province is made.The fifth chapter takes 64 cities of Jiangsu as a case study for the empirical analyses. Six factors and 20 indexes are selected for synthetical evaluation. The result of research shows that the lands of the 64 cities in Jiangsu can be divided into 6 grades. Then the author makes an analysis of the distribution of grades in different belts, in different groups of sizes and in city area.The sixth chapter sums up the paper, makes some discussion for factors choosing and outcome application. Then puts forward some policy advices, such as establishing regional urban land market and datum land price, upbuilding monitor system of urban land quality.
