The state-owned coal enterprises' reform has been the focus problem in Chinese state-owned enterprises' reform, it is in that the industry character and social character of coal enterprises. Coal is not reproducible resources, when the time limit of the mine exploitation is around the corner, it is difficult to increase the output, otherwise the output will be decreasing fast , which makes a temporary shock to the coal enterprises. Meanwhile the exploitation can produce pollution , therefore the enterprises is to bereformed to produce more refined products instead of current products; It is well known that the coal enterprises burden more social functions , which restricts the enterprises to run well in the market environment, so it is necessary to peel off these functions in order to develop more efficiently.This paper chooses Tonghua Coal Group as the research object, according to the study to marketing environments, Tonghua Coal Group operation status and reform experiences, we plan the optimal output decision, industries design and other strategies that can be used to Tonghua Coal Group.In the mathematic analysis, we will use BE model and its extensive styles. With the help of computer software SPSS, we will design and forecast the output in the future for Tonghua Coal Group. Meanwhile we will give some advice for the enterprise's reform and development.
