Lenin's Thoughts Regarding The Construction And Reforming Of Socialist National Organs And Its Practical Meanings

The national organs play a key and essential role in the national construction and reforms. What the national organs shall be and how to construct them are the first and most important problems Lenin had been considering as to the constructing and reforming of the socialist national organs. Lenin's thoughts about national organs had permeated in his numerous books, speeches and revolutionary practices.The dissertation has tried to give a overall and systematic analysis of his thoughts about construction and reforming of socialist national organs and hoped to provide some guidelines to the current work of construction and reforms of our national organs and their governance system.The dissertation has four integral parts as follows:Part I is a brief interpretation of the concept of national organs.Part II is the introduction and outlining of Lenin's thoughts about the construction and reforming of socialist national organs in two directions: political and technical contents.Part III has analyzed Lenin's thoughts of national organs from two sides: Lenin's thoughts are the significant development of Marxist National Doctrine and are systematic and complete ideas of national organs.Part IV beginning with the present conditions of the construction and its governance system of our notional organs, is an emphatic analysis of the guiding meanings of Lenin's thoughts to our country, i.e. the nuclear part of our administrative governance system is the establishment and enhancement of the relationship between government and people and is to take resolute steps to reform the present system and establish a democratic and scientific decision-making and supervisory mechanism. The last and important meaning is to utilize the measure of enhancing qualities of science and cultivation so as to construct a high-quality line of cadres.
