The Research On The Coordinating Development Of Rural Industrialization And Urbanization In China

Industrialization is the basic motive force of urbanization development. The urbanization is the basic soil of industrialization development. The relationships of the two aspects are connection, interdependence, and mutual promotion in essence. During the process of promoting the development of rural economy society of our country, rural urbanization and industrialization appropriate coordinated development must be kept, and the two wheels drive of industrialization and urbanization to the rural social progress and economic structure upgrade must be realized. Only in this way, the sustainable and healthy development of rural economy society could be guaranteed. Rural industrialization is the important content of the new-type industrialized road of our country. It is in the rural that our country's industrialization will be advanced in the future. However, because of the constraint of the traditional policy system, the uneven regional economic development and other influence of a great deal of reasons make the process of the urbanization far lag behind in rural industrialization. So if realizing agricultural modernization and accelerating the construction of well-off level, the coordinated development of rural industrialization and urbanization must be promoted. In our country, the outstanding contradictions to obviously restrict the well-off construction are the strengthened disparity in urban and rural areas, lagged behind level in the urbanization, and dual economic structure. This paper is aimed at these contradictions by using the methods of analysis of real examples and normative analysis together. It also explores the basic obstacle that restricts the peasant going into cities and finding works during accelerating the new-type industrialized and urbanized road in our country. The paper is divided into four parts. Proceeding from the meaning of rural industrialization and urbanization, the first part analyzes the process of evolution and current situations of our country's rural industrialization and urbanization, and points out the questions during the coordinated development: such as the rural urbanization lagging behind the industrialization, the relatively dispersed distribution inrural industrial, the great various developing level of urbanization among areas, etc. The second part analyses restrain factors of rural urbanization and industrialization coordinated development from financing, structure, work labors quality, market information, system, etc. It also points out that the basic reason is dualistic economic structure, which leads to uncoordinated development of rural industrialization and urbanization. The third part compares and refers to the domestic and international theories and modes of developing urbanization and industrialization. It also analyzes the interactive relationship between the rural urbanization and industrialization with the investigated experience of Hebei province. The fourth part is the main part of innovations in the paper. It proposes the countermeasures of accelerating coordinated development of the rural industrialization and urbanization. Such as, upgrading of industry structure and processing of industrialization should be advanced through promoting urban industry, rural industry, and township enterprise. Promote the urbanization level to set up industrial garden, innovative system, overall planning and construct the government of public service. Both the urban and rural should also be developed interactively and planned as a whole. Adjust the way and focal point of finance supporting agriculture by government, and promote the human capital to raise rural labor's quality. So a better environment and condition for the coordinated development of rural industrialization and urbanization can be created.
