Constructing of high-productivity & high-efficiency coal mines is a immense system engineering, it deals with not only the layout, technical equipment, disaster settlement, info transmission, but also production management and administration.To find out the meaning and essence of high-productivity & high-efficiency, we must decompose the output and benefit of the mines scientifically. started with the process of mining production and using the Gray System Analysis method, Analytic Hierarchy Process method, Fuzzy Comprehensive Evaluation method , Artificial Neural Network method, this article establishes an index system of evaluating mining productivity & efficiency toestimate the contribution, production, technology, management, performance, security, environment of the mine. Knowing thoroughly the throughput and economic benefit has became a supplement or a proof for the constructing of high-productivity & high-efficiency coal mines and it also makes the advantages and disadvantages of every mining clear at a glance, provides gist for decision-makers.The index system of high-productivity & high-efficiency coal mines is made up of existence index system, efficiency index system, technology index system, benefit index system, security index system, environment index system, sustainable development index system. And the system selects a series of subindex to evaluate the mining system on basis of this seven index systems.
