| The concept of "governance" has been the focus of international social science circles,since the World Bank used the term of "governing crisis" in 1989 for the first time.In subsequent years,the concept of "governance" has been gradually developed as a kind of theory which is more abundant in content and integral in construction and logic.The article aims to discuss administrative reforms in contemporary China through some views of governance theory ,and expect some help to administrative reforms of China.The thesis is divided into three parts:The part one:background,basic views of governance theory and its main contribution to public administration.Governance theory didn't arise accidentally,but had a comprehensive social background.Firstly,from international level,that the world public problems constantly arose,and the world citizen society expanded,is the important cause.Secondly,from state angle,government crisis western countries were confronted with is the direct cause.Finally,in view of technology,the development of science and technology is the solid basis of governing theory and practice..At the same time ,there is also deep academic background.First,the relationship of state and society and democratic theory are the most profound theoretical basis and origin.second,governance theory not only transcends the theory of market failure of Walfare Economics,but also the theory of government failure of Public Choices.The article elaborates the basic viewpoints of governance theory from five aspects.In regard to the body,governance theory think that participators of public administration include not only government but also some social public departments.As to the obligation of public administration,governance theory think that the boundary of obligation between public and private,government and society,government and market is quite dim.As to the relationship of public administration bodies,there exists dependant and relate relations between government and social public institutions and individuals.In regard to operating mechanism,public administration will be carried out through a kind of artomatic and self-rule system.As to action strategy of public administration,it must define scope and operative manners of government once again.The article puts forward that governance theory will have an important significance on traditional public administration's reforms,which represents those from two aspects:governance theory refines humanity and philosophical views again from abstract aspect.And in vies of operation,it suggests a series of measures concerning public administration reforms.The part two:the necessity and feasibility of the application of governance theory in administrative reforms of our country.At present,the appearance of social autonomic institutions between state and individual,government and market ,indicates that the social basis of public power's assignment and operation in China is changing.The change demands the reforms of public administration model.And governance theory exactly offers abundant thought sources and consultant value.However,can governing theory take effects as a kind of instructive theory in the practice of administrative reforms under special conditions of our country?
