| Building the electronic government is the necessary chance to all state government in the informational era, however, the informational safety of electronic government is essential and basic of building the electronic government, and it is the key to ensure the validity and lifeblood of electronic government. At present, the safe problem has already become the one of "bottleneck", as the step that our country builds the electronic government step up and the range unceasingly enlarges. It is the more important and pressing to ensure the informational safety of electronic government, under the situation, building the informational safety of electronic government has become an important subject of the region of electronic government. This thesis set out from analyzing protective measure of traditional government's information safety, the characteristics of electronic government information safety is analyzed deeply, and then this thesis study the principle of electronic government information safety and establish tactics of the system's structure. It proposes that the safe system of three-dimension that is constructed as the origin with the information safety and as basic frame with technology, management and laws.The full paper is divided into three parts.The first part of the article analyzes the information safe system of the traditional government. The content of the electronic government besides traditional government information safety deal with taking precautions against the technical attack and invade against the online information system. Guaranteed content include: privacy, authenticity, integrality, usability, undeniable nature, available quality, dependability of the information etc.Threatening factor of the security of electronic government information comes from the internal and external of the government system. The internal security threat mainly comes from human factor. The external security threat can be divided into physical factor and human factor. The physical factor mainly include: Natural calamity, physics damaging, equipment faulted etc. The human factor can be divided into as followed: attacking on one's own initiative and attacking passively again according to its behavior characteristic; outside personnel who threatens the security of government, especially terrorist, spy, the hacker with different purposes and information soldier.Because the electronic government regards computer and network as the tool of building up virtual government, it must have its one's own characteristic compared with traditional government.
