The urban land transfer, undergoing the process from private negotiation to public compensation, is a great step in China's economic reform. But it is, at present, still at the stage of exploration and perfection. The transfer of the right to use land entails the mode, duration, benefit distribution and all taxes involved. The system of urban land transfer, on one hand, has a direct effect upon the benefit in the first-class urban land markets, which, in turn, influences the long-term development of urban economy. On the other hand, the system has an indirect impact upon the second-class urban land markets, which concern the development strategies in urban housing.The present thesis contains seven chapters. The first chapter deals with the scope and focus of the research in question by introducing background knowledge and pointing out the limitations of the present theories in solving the actual problems. The second chapter is devoted to the chess-playing analysis of auction and bid, the two chief modes employed in the transfer system, with the complementary discussion of the negotiable transfer and demonstration that the land price by means of auction is much higher than that in other ways. The third chapter is departed from the supply-and-demand analysis in urban land markets, the author at first introduces the influence from urban regional economy and urban land transfer system. And then, he makes a theoretical demonstration that it is important for cities with two types of regional economy to choose a proper mode of land transfer. The Fourth chapter analyses merits and demerits of urban land transfer system executed in coastal cities under the present conditions. The fifth chapter focuses on the discussion of fairness and efficiency in the transfer of land by further illustrating the objective limitations in the execution of the systemto foster the global welfare in society. The sixth chapter dwells on the solutions to the problem by constructing a government-manipulating model,it is also the main part of the paper, in which such aspects involved in land transfer as the duration, mode, taxes, benefit distribution, and so on will be under the manipulation of the governments, either central or local, in order that the system of urban land transfer in China would come to perfection under the socialist economic market. In the last chapter which serves as a conclusion, the author outlines the whole paper and points out the orientation for further work in this area.
