There are more than 5800 irrigation districts in large and/or midium size in China at present with irrigated area of about 370 million mu, which play very important roles in our country's grain-production. But the facilities of almost all irrigation districts are not completed; projects wear out serious and management level problem being low. The ones that began to the large-scale irrigated area in our country last century latter stage continued forming a complete set and transformation on economy of water consumptions, this problem will receive the settlement of a certain degree. But should really give play to the role of irrigating facility, the basic question should strengthen management.Present engineering management existing problems, display in years old building fund seriously not enough at first, the fixed assets formed with the irrigation works are not proportional. Though the project is built more and more much, corresponding maintenance and update cost level fail to have corresponding improvement. Secondly it is construction and management that are not uniform. Some project construction projects are divorced from management, the construction unit does not consider one's own financial income of the management unit, even for save investment reduce project fabrication cost, project that should make, shift to the management unit, cause the inadequate natural endowment of the project. See from macroscopic benefit considerable, but project unable to make ends meet, hard to carry on, this is a serious problem existing in water conservancy construction at present. Meanwhile, the reason to because of management, a lot of building aging phenomena of irrigated area are serious, issue that benefit decay see all on newspapers and periodicals often, magazine and in the academic exchange of people, even lead to the disaster that can't be saved from this, bring enormous loss to national economy and people's lives. It is the general phenomenon existing at present that the irrigation works wear out, but because of the characteristics, such asdisguise of its one's own disease, weakness of complexity and management link, etc., make administrator and user difficult to judge, can not take measures in time. People in the past think that the project needs very long time to wear out; the fact proved it was not like this. Many projects can take place destruction very early, so people can adopt a casual attitude to the aging issue of the project.Phenomena laying stress on building instead of make light of managing generally exist in our country, and this phenomenon is very serious. The water conservancy trade is especially like this. There are a lot of reasons of this phenomenon, in compliance with management system, put one's back into the mechanism, overall economic development level low, subjectively despise to management etc. Some reasons are profound, but some problems can be solved technically. One outstanding problem of Irrigated area engineering management is maintains and maintains project and fund needed to renovate insufficient very seriously. And it is an accumulated progressively course of the expenses needed to renovate and maintain, it is a course of dynamic change too. Every project facility enters a natural course that wears out progressively from beginning while coming into operation, need maintaining by certain period, by certain service life, need to renovate. One irrigated area formed often by hundreds and thousands of buildings, though time to build there are differences, but concentrate on some time usually, and after operation in several years, irrigated area building will reach service life successively too, time that renovate can concentrate relatively on one time too.
